Lakeshore East Line GO Expansion

Bowmanville Extension TPAP

In 2011, Metrolinx completed an Environmental Project Report (EPR) to assess the proposed expansion of GO transit infrastructure from Oshawa to Bowmanville. The EPR for the Oshawa to Bowmanville Rail Service Expansion and Whitby Rail Maintenance Facility, referred to as the ‘Project’, considered the potential environmental impacts of the Project and recommended appropriate mitigation measures.

Following the completion of the 2011 EPR, Metrolinx advanced the design of the Project. Based on Project refinements and revisions to the design approach since the completion of the 2011 EPR, the alignment and infrastructure requirements for the project have changed and Metrolinx initiated an EPR Addendum to assess the effects of these changes in scope.

Minister's Notice to Proceed

The Bowmanville Extension project was assessed under the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08. On December 11, 2023, the Minister of the Environment, Conservation and Parks issued a Notice to Proceed with the transit project following the completion of the Environmental Project Report Addendum and the 30-day Public Review Period. EPR Addendum 30-Day Public Review Period (Thursday, October 5, 2023 to Monday, November 6, 2023)

Following the Virtual Public Information Centre and Virtual Open House held in June 2023, the addendum to the previously-completed 2011 Environmental Project Report (EPR) was ready for review and comment for a 30-day period from Thursday, October 5, 2023 to Monday, November 6, 2023.

Interested persons were encouraged to review the below documents and provide any comments by November 6, 2023.

Virtual Public Information Centre and Virtual Open House

As part of the EPR Addendum, there was a Virtual Public Information Centre (PIC) open from June 8 to June 21, 2023, to present and seek feedback on the results of the technical studies, including potential impacts and proposed mitigation measures. There was also a live Virtual Open House (VOH) on Wednesday, June 14, 2023 from 6:30-8:00pm during which the project team was on hand to answer questions about the project, submitted in advance or during the event via Slido.
